13 Let the men◦ of wisdom and understanding and knowledge from your tribes◦ come◦, and I will set them as your heads.

Verse 13. The soul must select from the faculties of the mind such as conduce to wisdom and intelligence in both the rational and natural faculties, and the external life must be governed by them under Divine truth.
